• Job Protection Act (H.R. 1035/S. 408) would expand the FMLA to include all workers who have been at their employer for more than 90 days, regardless of employer size or hours worked. 
  • The Caring for All Families Act (H.R. 1002/S. 437) would expand the types of family relationships that one can take time off to care for to recognize the lived reality of today’s families. 

Federal Legislation to update FMLA:

Federal Paid Leave Legislation:

  • Paid Family and Medical Leave Tax Credit Extension and Enhancement Act. The paid leave tax credit was initially enacted in 2017 as part of the Tax Cuts and Jobs Act and offered a small amount of reimbursement to employers that voluntarily provide leave, requiring as little as 2 weeks of leave at just 50 percent wage replacement.
  • I-PLAN Act of 2024 would bring state paid leave programs together to create an interstate agreement (i.e., “I-PLAN Agreement”) to drive improvements in the coordination and harmonization of these benefits and improve worker access 
  • Paid Family Leave Public-Private Partnerships Act would create a grant program run by the Labor Department that would allow states to establish their own public-private model for paid family leave programs
  • 45S Federal employer tax credit for paid leave
  • FAMILY Act – comprehensive federal paid family & medical leave bill to be introduced this spring

Kansas Legislation to monitor:
